This year, we reveal the results of the implementation of Act 20 to Promote the Export of Services and Act 22 to Encourage the Transfer of Individual Investors to Puerto Rico, between the years 2015 to 2019.

See the Judgment of the Court of San Juan. The DDEC continues to comply with and enforce the Law and the Fiscal Plan Certified by the Fiscal Supervision and Financial Administration Board for Puerto Rico. Judgment in favor of the DDEC in a case presented by a Popular legislator to stop the integration of TourismĬourt of First Instance, Superior Chamber of San Juan, declared the Motion to dismiss and in opposition to the preliminary injunction, presented by the DDEC, together with the Government of Puerto Rico, after dismissing the claim presented by the representative of the Popular Democratic Party, Ángel Matos, in an attempt to stop the process of integrating the Puerto Rico Tourism Company (CTPR) into the DDEC, as ordered by Law 141 of 2018, known as the “Execution Law of the Department's Reorganization Plan of Economic Development and Trade ”. Given the current situation of the pandemic, Puerto Rico has the opportunity to become the main center of the Americas in the manufacturing sector of pharmaceutical products, and other sectors. The Air Cargo and Passenger Exemption - achieved by the DDEC - offers a unique opportunity to promote the Island as a destination for a transfer center, and to develop capacity to support multiple sectors, renewing the infrastructure.

The DDEC, in its role of leading the Committee appointed through Executive Order 2020-051 to promote the marketing, promotion, strategy and logistics of international cargo and passenger transfers in Puerto Rico, rendered the work plan to implement the Exemption of Air and Passenger Cargo, granted by the United States Department of Transportation (DOT), earlier this year.
